Historic Resource Inventory and Evaluation

JRP inventoried and evaluated properties for the reconstruction of the Highgrove Power Plant in Grand Terrace, California as a part of the Application for Power Plant Site Certification by the California Energy Commission (CEC) and California Environmental Quality Act (CEQA) compliance.  JRP developed the Area of Potential Effects and evaluated the power plant and associated structures at the project site and along linear routes according CEC Siting Regulations. The Highgrove Steam Generating Station was built between 1951 and 1955 for the California Electric Power Company, a forerunner of Southern California Edison.  The power plant was a part of general growth of steam power plants in California which occurred following World War II and built upon earlier hydro-electric power development.  Included in the evaluation of linear elements, along with several commercial buildings, was the site of the 1887 Highgrove Hydroelectric plant.
